But many businesses are finding that governance and upskilling move much more slowly than technology is accelerating. It also has a direct impact on brand and customer relationships.Today, 87% of decision-makers believe that Responsible AI will be a key differentiator within the next two to three years. Teams across the world have been busy rethinking processes, testing solutions and exploring new use cases. The result is that today we are seeing AI woven into more and more business-critical decisions. Financial service companies are using the technology for increased transaction security and faster loan approvals. Data centres are using it to dynamically manage server load or power distribution. Retailers can leverage AI to better predict demand, adjust prices in real-time or offer personalised shopping feeds to consumers.When used well, AI delivers speed, scale, sharper insight and better customer outcomes. Shoppers get better recommendations, chatbots direct users to the right information faster and credit decisions take seconds rather than days. But when used carelessly, it can pose a serious risk to a business’ credibility and customer retention.Where businesses are in their AI journeyAI adoption is not uniform across the economy. An organisation’s ability to turn AI experimentation into execution comes down to a diverse range of factors, including its in-house skills, appetite for innovation and the wide regulatory environment it operates in.While enthusiasm for AI is universal, maturity levels vary widely. The companies that participated in our research fell into five distinct categories:Integrated (45%)The organisation has policies and tools in place needed to support Responsible AI but has yet to embed them fully.Leading (26%)Responsible AI is embedded in the organisation’s culture, governance and innovation strategy.Emerging (16%)Some Responsible AI principles are being applied in projects or teams, but not consistently across the organisation.Lagging (10%)Some Responsible AI principles are being applied in projects or teams, but not consistently across the organisation.No approach (1%)The organisation is not currently addressing Responsible AI in any structured way.Advanced AI integration is progressing unevenly across sectors. Retail leads the way with 56% of organisations at an advanced stage, followed by technology (48%) and utilities or energy (41%), with manufacturing and industrial businesses close behind at 40%. Other more highly regulated sectors, such as financial services, are showing slower adoption at just 25%. Yet financial services does stand out in how companies are scaling AI use across multiple functions (43%). For 55% of the businesses we spoke to, executive leadership commitment is the single biggest driver advancing their Responsible AI agendas. This top-down focus is reinforced by a desire to lead on ethics and innovation (50%), showing that many businesses see responsible practices not just as risk management, but as a route to competitive advantage.Pressure is also coming from outside the boardroom. Employee and public expectations of responsible technology use (47%) are shaping how organisations deploy AI, alongside growing attention to reputation and brand risk (42%). The regulatory environment is tightening too, with 40% naming rising legal and compliance demands as a key motivator. Meanwhile 38% cite growing expectations from clients and partners, and more than a third highlight the need for explainability in high-stakes decisions (36%) and internal pressure from risk or ethics teams (36%).Responsible AI leaders tend to have defined governance frameworks, clear ownership and measurable policies that translate Responsible AI principles into everyday action. They treat responsibility as an enabler of innovation, not a constraint, and use frameworks to guide experimentation safely rather than slow it down. These leaders are also more likely to embed Responsible AI across departments, aligning leadership oversight with team-level collaboration and technical controls.There is another clear lesson from the early leaders. For many, Responsible AI can feel overwhelming – a confusing tangle of ethical, technical and legal threads that’s hard to make sense of. But it is important to remember that it doesn’t need to be solved all at once. The most effective approach is one that favours testing, learning and refining over time.What’s holding companies back?Even though there is a growing understanding of the importance of Responsible AI, turning it from principle to practice is proving challenging. While 85% of businesses say they have already identified the known challenges around AI use, unknown risks remain a persistent concern, particularly as new tools like generative and agentic AI accelerate adoption.The real-world challenges or barriers with implimenting Responsible AI are seen as: Limited technical expertise or resources (32%) Difficulty applying principles to real-world use cases (31%) Tension between innovation speed and governance (30%) Difficulty explaining AI decisions to stakeholders (30%) Poor quality or incomplete data (28%) Unclear or evolving regulation (28%) Lack of industry standards or benchmarks (25%) Lack of internal ownership or accountability (24%) Limited budget or funding (24%) Responsible AI not seen as a business priority (22%) None of the above / no barriers (9%)There is no simple answer to the question of how to embed Responsible AI effectively, but organisations are running into a common set of barriers. 32% say that limited technical expertise or resources is currently the biggest barrier. Many businesses simply don’t yet have the in-house skills or capacity to translate Responsible AI frameworks into operational reality. Close behind, 31% are struggling to apply Responsible AI principles to real-world use cases. This is a sign that theory and implementation still aren’t fully aligned.A further 30% point to the tension between innovation speed and governance, reflecting the challenge of maintaining compliance and oversight without slowing down progress. The same proportion highlight difficulty explaining AI decisions to stakeholders, showing that transparency and communication are still underdeveloped capabilities in many organisations.While 90% of organisations see high-quality data as essential for responsible AI deployment, only 43% are confident their data is strong enough. A further 28% think that poor quality or incomplete data is currently a major barrier. Other common hurdles include unclear or evolving regulation (28%), both of which undermine confidence and consistency. A lack of industry benchmarks (25%), internal ownership (24%) and budget or funding (24%) also hold progress back, while 22% say Responsible AI still isn’t treated as a business priority.Addressing these barriers requires not just new tools, but new habits embedding responsibility into the culture, processes and incentives that guide every AI decision.How are companies starting to approach Responsible AI?The most common starting points for embedding Responsible AI are improving model performance, data quality and system security. Around half of organisations have implemented regular validation and performance monitoring of AI models (51%), use of high-quality, well-governed training data (51%), and strong access controls and security protocols (50%).Beyond these fundamentals, fewer are investing in next-level governance tools. Less than half have adopted automated monitoring systems (44%), explainability techniques (44%), or bias detection and mitigation during model development (41%). Even fewer (38%) maintain comprehensive model documentation or audit trails, which are essential for transparency and accountability. This suggests that while the technical groundwork for Responsible AI is being laid, consistent and scalable governance remains a work in progress.The human dimensionIt is a mistake to view AI adoption as a purely technological problem. It is ultimately an organisation’s people who determine its success. In most organisations, executive leadership currently holds primary responsibility for AI governance (36%). Yet fewer than half (48%) believe their employees are well prepared to engage with AI in a responsible and informed way.That gap matters. 89% of participants agree that Responsible AI can only succeed through cross-departmental collaboration, bringing together teams from every part of an organisation. One of AI’s biggest benefits is that it levels the playing field across an organisation and allows a wider group of people to contribute to innovation by eliminating the need for specialised technical skills like coding or data science. AI democratises expertise and enables teams closest to operational challenges to prototype and implement solutions. With the right levels of oversight and support from experienced team members, these ideas can create significant value.To close this gap, leading organisations are using the following strategies: Including Responsible AI in employee training or onboarding (51%). Encouraging employees to raise questions or concerns about AI use (50%). Creating internal policies and governance frameworks that embed principles (48%). Communicating Responsible AI practices to clients, partners and regulators (48%). Aligning Responsible AI with broader ESG or responsible business goals (47%).The most advanced organisations are already finding effective ways to pair top-down vision with bottom-up innovation. Leaders set the guardrails and teams bring the curiosity and experimentation – giving employees the confidence to challenge, question and improve how AI is used. As AI systems evolve and new risks emerge, this human oversight is critical. Models that behave unpredictably can undermine both business performance and public confidence, especially when their outputs affect credit decisions, fraud prevention or customer engagement. The issue isn’t just accuracy. It’s knowing when and where a model performs well and being able to prove it. Leading organisations treat validation and performance monitoring as continuous processes, not one-off checks. Just over half (51%) now have these controls formally in place. Regular reviews help detect model drift, assess fairness and ensure outputs still align with business and regulatory expectations.But reliability also depends heavily on the context AI is being used in. For example, a 70% accuracy rate might be acceptable for a chatbot handling simple FAQs, but far too risky for high-stakes decisions such as predicting equipment failure.How to strengthen reliability in practice: Establish clear ownership for data assets, ensuring accountability for quality at every stage of the lifecycle. Without accurate, complete and well-governed information, even the most advanced algorithms risk delivering unreliable or biased results. Almost every organisation recognises this, with nine in ten (90%) agreeing that high-quality data is the foundation of Responsible AI. Yet only 43% believe their data quality is strong enough to support Responsible AI in practice.The leading organisations start by ensuring their data lineage, governance and validation processes are robust and repeatable. They treat data stewardship as a shared responsibility that brings together IT, compliance, analytics and business leaders.How to strengthen data quality in practice: Establish clear ownership for data assets, ensuring accountability for quality at every stage of the lifecycle. Minimise potential risk to your operations, people and customersThe challengeEvery business using AI has a duty to ensure it minimises its potential harm to people, property, or operations. Yet 72% of organisations say they’re still working out how to assess and mitigate the potential harms AI could cause to users or their operations. The risks are evolving fast and with Agentic AI now moving into the mainstream, businesses need to ensure strong safety protocols are in place.The leading organisations treat safety as an ongoing discipline, not a compliance task. They conduct scenario testing, build in human oversight for high-impact decisions, and put formal escalation paths in place when something goes wrong. Crucially, they understand that AI safety isn’t about eliminating all risk – it’s about identifying acceptable thresholds and ensuring controls match the level of potential impact.How to strengthen safety in practice: Run scenario and stress tests before deployment to simulate real-world edge cases and failure conditions. Establish clear human checkpoints for interventions in high-stakes decisions. Monitor continuously, not periodically, to detect early signs of malfunction or misuse. Define escalation and recovery protocols so incidents can be managed quickly and transparently.4. Apply security best practice to every AI use caseThe challengeAs AI becomes central to decision-making, the systems that power it are becoming prime targets for attack and misuse. A majority (69%) of organisations say keeping AI systems secure, particularly around data protection and intellectual property, is becoming increasingly difficult. Many also worry about how well their AI can recover from failure or disruption. A single security lapse, corrupted dataset or model tampering incident can not only distort outcomes but also damage reputation and regulatory confidence.How to strengthen security and resilience in practice: Integrate AI security into enterprise risk management, not as a siloed process. Apply layered controls such as authentication, encryption, access logs and third-party audits. Version, document and back-up models and datasets to allow fast recovery after errors or attacks. Review security protocols regularly as part of AI performance monitoring.5. Put explainability tools in placeThe challengeAs AI becomes more complex, understanding how it reaches its conclusions is getting harder. That’s a growing problem for business leaders who must justify decisions to customers, regulators and boards, with 88% saying being able to explain AI decisions is essential to building trust. Yet fewer than half are putting the right tools in place: only 44% currently use explainability techniques or models designed to make reasoning visible.How to strengthen explainability in practice: Integrate explainability tools throughout the model lifecycle, from development to deployment. Develop standard templates for explaining model logic to customers and regulators. Balance performance with interpretability by choosing models that are as transparent as they need to be for the context and risk.6. Ensure privacy-by-designThe challenge77% of organisations admit that using personal or sensitive data in AI raises ongoing privacy concerns. Responsible AI leaders treat privacy as a design principle, not an afterthought. They recognise that data minimisation is as important as data accuracy. Half of organisations (50%) have already implemented technical safeguards such as access controls and security protocols, while the most advanced go further with differential privacy, data anonymisation and model audit trails. Privacy excellence also requires communication. Forward-thinking businesses are making privacy practices visible by explaining to customers how data is collected, stored and used to train AI responsibly.How to strengthen privacy in practice: Build privacy-by-design frameworks, integrating data protection from the start of model development. Minimise and anonymise data, keeping only what’s necessary for legitimate use. Review access controls and consent processes regularly to ensure ongoing compliance. Train teams to handle dataresponsibly, linking privacy to brand trust rather than regulation alone.7. Continually check for biasThe challengeFrom the way data is collected to how models are trained, weighted and interpreted, each decision carries the potential to amplify inequality rather than reduce it. It’s why 73% of organisations say fairness in AI is difficult to achieve, acknowledging that bias can enter at multiple points in the process. Responsible AI leaders approach bias detection and mitigation as an integral part of model development and review, not an optional check before deployment. Around 41% of organisations already use bias detection and mitigation tools during model development, but leading businesses are coupling these tools with diverse teams and transparent governance to spot and challenge hidden bias early. They also recognise that fairness is context-specific and what’s fair in one use case may not be fair in another.How to strengthen fairness in practice: Audit models regularly for bias, from input data to decision outcomes, and document results. Diversify teams involved in AI design and testing to broaden perspectives and reduce blind spots. Simulate real-world impact to understand who benefits and who might be disadvantaged.
